WASHINGTON (Reuters) - President Barack Obama told Congress on Wednesday "the time for bickering is over" and called for quick action on a comprehensive healthcare overhaul that would dramatically transform the U.S. health system and insurance market.
In a high-stakes speech, Obama said lawmakers were "closer to the goal of reform than we have ever been" and spelled out a series of proposals he said would improve stability for those with insurance and expand the options for those without.
He issued a sharp rebuke to critics of his healthcare drive, accusing them of substituting scare tactics for honest debate.
"I will not waste time with those who have made the calculation that it's better politics to kill this plan than improve it," he told a joint session of Congress and a national television audience. "If you misrepresent what's in the plan, we will call you out."
Obama delivered the speech in hopes of rejuvenating his flagging push for an overhaul of the $2.5 trillion healthcare system, which has bogged down in Congress amid a flood of criticism.
He said his overhaul was aimed at cutting healthcare costs, improving care, regulating insurers to help protect consumers and expanding coverage to more than 46 million uninsured Americans.
As promised, he spelled out several concepts he wanted to see included in any final bill passed by Congress, including creation of an insurance exchange where individuals and small businesses could shop for policies.
He also reiterated his support for a government-run insurance plan -- the so-called "public option" -- that has drawn strong opposition from critics who say it would harm insurance companies and amount to a government takeover of the industry.
But he made it clear the lack of a public option in any final bill would not be a deal-breaker.
"The public option is only a means to that end -- and we should remain open to other ideas that accomplish our ultimate goal," he said.
Obama said he would prohibit insurers from dropping coverage for sick patients and capping coverage in a year or lifetime, would place a limit on out-of-pocket expenses, and require insurers to cover routine check-ups. He said individuals would be required to have insurance, but he promised tax credits to individuals who cannot afford it.
In the Senate, months of bipartisan Finance Committee talks by the so-called "Gang of Six" negotiators moved into the final stages earlier in the day as the panel's Democratic chairman, Max Baucus, said it was time to proceed with or without Republicans.

Several demonstrators held up a placard depicting a pair of hands smashing a missile with “U.S.” written on it, according to footage taken by APTN in Pyongyang on the anniversary of the day North Korean troops charged southward, sparking the three-year Korean War in 1950.
North Korean troops will respond to any sanctions or U.S. provocations with “an annihilating blow,” one senior official vowed — a pointed threat as an American destroyer shadowed a North Korean freighter sailing off China’s coast, possibly with banned goods on board.
A new U.N. Security Council resolution passed recently to punish North Korea for conducting an underground nuclear test in May requires U.N. member states to request inspections of ships suspected of carrying arms or nuclear weapons-related material.

Ron Talks About Tim:

Timothy McVeigh is going to be murdered because 168 people were murdered on April 19, 1995, and they were murdered because 86 people were murdered on April 19, 1993, and they were murdered because 4 people were murdered on February 28, 1993, and, it didn't hardly begin there.
If you were to look up the definition of war in the dictionary, you would find that the word well describes the actions and reactions effecting our lives so dramatically, today. Those actions and reactions have only occasionally resulted in death, but they nearly always involve destruction and suffering. I know this because I was raided and arrested by the FBI's Domestic Terrorism Unit on May 1 [1997]. I am a prisoner of that war because my arrest represented part of the FBI's reaction to the Oklahoma City bombing.
But, the term war is almost never used by us to describe the environment in which we live. The actions and reactions going on around us, that are both taking lives and destroying lives, are removed from their proper perspective. As events of violence occur, the tendency is to write the events off as "incidents" with no cause or effect. Without the proper perspective, reactions to actions are not seen for what they really are. Without the proper perspective, I would have believed that I was arrested simply because someone said I had the wrong kind of guns. Without the proper perspective, the patriot movement has much to fear from its enemies, and more to fear from itself.
In the case of the Oklahoma City bombing, people in the patriot movement wasted valuable energy and resources trying to show the world that the bombing had nothing to do with them, the movement, or anything that anyone felt strongly about. We blamed the bombing on the US government, the Japanese, or insane maniacs that we shared absolutely nothing in common with. The fact that the bombing represented a reaction to the action of the federal government's attack on Waco was largely missed at the time. It was a fact that was not only missed, but avoided all together by most people. The fact is, the vast majority of the people in the patriot movement just took the easiest way out. Patriot clubs disbanded, militias changed their names to appear less militant, and the movement, as a whole, back-peddled itself right off of the map.
The trial of Timothy McVeigh is over. He was convicted by a jury, and the jury decided that he will be put to death. Now I hear that people in the patriot movement are, in many cases, and in many ways, throwing in the towel. If the trend continues, the patriot movement in the United States will meet a truly humiliating and disgraceful end.
Speaking from my position in federal custody, the knowledge that my compatriots are backing down in the face of the McVeigh verdict turns my stomach. I hated the reaction that Timothy McVeigh was a part of, and I hate the fact that I am now a prisoner as an indirect result of the bombing. Like any rational human being, I hate violence, but these things happen in a war-like environment, and now I have to deal with what is happening both to me and in this country with my head held high. Why? Not because I support violence or enjoy my environment (which, now, is prison), but because I am right, we are right, the patriot movement and what it stands for is right. As true patriots, we must understand, as General Sherman did, that "war is Hell." and we're right in the middle of it.
What all of this means to the average patriotic American is that they need to learn that they can understand the actions and reactions created by a warlike environment without supporting or condoning the inevitable acts of violence that will surely effect us. We all would now be much better off if the patriot movement, in general, had understood the actions of Timothy McVeigh two years ago, as we should have. Instead of coming off as foolish conspiracy wackos, the movement could have directed international attention upon the worst act of terrorism ever committed against the American people by their own government. Not only could we have brought needed attention to Waco, but we could also have done much to prevent another Oklahoma City bombing.
It would do us well to understand that we are all a part of a movement, not an organization. As such, we do not have the ability to cast individual people away because we dislike a part of their political ideology or because we are horrified by their tactics. The fact is that anyone who empathizes with the general cause automatically becomes a part of our movement. Such is the case with any movement, and Timothy McVeigh was, and is a part of the patriot movement, simply because he supports the movement's tenets in his own mind. It is the responsibility of the movement, therefore, to recognize the potentially violent fringe and attempt to control it as best we can. Why? Because throwing people to the dogs, even before they are found guilty of a crime, only serves to further frustrate the potentially violent fringe. Trying to disassociate ourselves from everything we don't completely support may be the easiest way of dealing with inconvenient problems, but, in the long run, will probably bring about more death and destruction.
Buildings full of children are rarely blown up by people acting rationally. Those who have committed such acts, like Timothy McVeigh, do so out of sheer desperation. The established system in the United States failed McVeigh. He, naturally, turned to the patriot movement for constructive solutions. But, the movement in those days, like today, lacked direction and possessed no reliable leadership. The fact that the movement offered no constructive solutions should be obvious, as the deaths of 168 people clearly indicates. That is not to say that we should consider ourselves responsible for those deaths, but we cannot ignore the potentially violent fringe and hope that they will go away. Everyone within the movement suffers mounting frustration because we offer nearly no constructive solutions, direction, or leadership. It should go without saying that there are there are those who possess shorter fuses than the rest.
Trying to throw those with shorter fuses out of the movement, even if we could identify these people, is both unrealistic and counterproductive. The only solution is to provide everyone with a united and strong patriot movement that is capable of providing leadership and constructive solutions. Anything less will generate more frustrated people. Some of whom will resort to irrational acts of violence, and the world will blame all of us for it.
As far as Timothy McVeigh is concerned, his name will be added to the growing list of human beings who have been killed in the war-like environment we are living in. There are those in the movement who applaud his pending execution as a means of making themselves look better. I have even more to gain by vilifying McVeigh. As I sit here in prison, I know that I could see my family again a lot sooner if I appeased the prosecutors in my case by saying the things that they want me to say. But, I will not cheer the murder of one of my countrymen no matter what he did. I may rot in prison for the rest of my life, but I'll rot with my head held high.
How patriots dealt with the Oklahoma City bombing two years ago is now water under the bridge, but how we deal with Timothy McVeigh's conviction and execution will do much to determine our collective future. More importantly, we must decide now how we will look upon the actions and reactions going on around us. Then, and only then, will we be able to build a movement based on experience, not ideology, and offer constructive solutions to those who seek our guidance and direction. What we do now will determine the future of the patriot movement with all of its professed high ideals. As one of the people, what you decide will either give the desperate some rational recourse, or leave them with no alternative but to remain desperate, and to act desperately.

The Romans considered their relationship with allies as one between a patron and his clients, rather than between equals. In exchange for Roman aid, countries were expected to support Roman interests, maintain the same friends and enemies, refer disputes to Roman arbitration, and so forth. This applied even to cases like the Greek cities, which had been proclaimed free by Flaminius. Few understood themselves to have such obligations, creating considerable friction, and this was exacerbated by the Romans often becoming suspicious or antagonizing towards former friends, leading to various anti-Roman movements. In general, though, these served only to increase Roman control. 11 Points For Consideration When Waging A Cultural Revolution;

1. Overthrow The Government: The Government stands to
oppress and smother the population. The Corporate Juggernaut, cultural elite,
and the upper echelon of society wish to subdue, control, and push down the
classes below them inorder to continue their dominance. They must be defeated
before anything else may occurr.

2. Abondon Your Possesions: Posessions are merely a
burden. A constant reminder of a former life. They will accomplish nothing
except for burdening the revolutionary with memories of a distant time (past
tense) which means nothing in comparison to the only applicable remedy. Abondon
them, and begin to feel the Liberation we so desperately seek.

3. Free Political Prisoners/ Take Prisoners (Be Ruthless &
Cunning):
A crucial source of politcal leverage in our quest will be
political prisoners. The more we can take, the more we will be able to
eventually free by forcing the populist Government to bend to our will. Be
ruthless, be cunning and we shall prosper.

4. Come To Terms With Your Eventual Losses: The leaders of
the Revolution feel strongly that members of the Revolution should distance
themselves and loved ones for the duration of our struggle. Casualties are an
inevitability of war. The more detached from these prospective burdens the
members are, the easier it will be to sacrifice friends, families, confidante's
or themselves for the cause.

5. Read. Study. Absorb: It is imperative that the members
or the Resistance read all available and applicable materials related to the
field of Revolution. The more knowledgeable the members are, the easier they
will find it to subvert the current political systems of oppression. They will
also be learning resources for newcomers to the Resistance, and gain an
increased understanding of the aims and goals of the Resistance.

6. Arm Yourself: It is a war we are fighting. Eventually
all wars, and resistance's (even peaceful ones) come to hostile standoffs
between the parties involved. When ours finally takes notice, it is to be
assumed the current parties in power, will not wish to relinquish their posts
without confrontation. Be prepared. Be ready. Be waiting.

7. Stir The Pot / Leave A Trail: It is essential to the
cause, that the members involved in the Resistance do not hesitate to help breed
a sense of contempt for the populist Government amongst the masses. Create
political unrest by uncovering, and creating political and social injustices.
Play class against class to garner support for the Movement. Use the propaganda
to attack the other side, while portraying the Resistance in a favourable light.
Eventually the populations view points will shift, to align with ours. We will
wait patiently among them.

8. Further The Cause Through Participation: It is key to
the cause that the members within it demonstrate their current Democratic

10. Follow The Example Set Forth: A careful examination of
Guerrilla Warfare texts, and related materials on the subject of Urban Geurrilla
Warfare by members, will yield them the knowledge of techniques commonly
employed in such endeavours, as well allowing them to cross reference successes and
failures of such efforts, and lastly; expose them to the turning the points of
previously launched offensive Revolutions which held steady in favour of the
Revolutionary body. These texts will prove invaluable, along with the afore
mentioned texts of Step 5 in our quest for the ultimate remedy to
today's stifling and oppressive conditions.

11. Throw Yourself Into It With Gusto: The final point in
the segment relies solely upon ambtion, work ethic, and dedication of the
Revolutionary Peoples (Here on in a seperate entity from the Revolution, or
Resistance). "We The People" require the Revolutionary People to achieve our
aims ands goals. The warriors, speakers, the workers, we need every last one
to sacrifice everything available to the Remedy. Without the People, "We
The People" are nothing but a whispered conversation topic, in the outter
circles of the masses. We need acceptance.

ARMED STRUGGLE FOR SELF DETERMINATION:

With the formation of the Liberation Tigers of Tamil Eelam (LTTE) in 1972 by its present leader, Mr.Velupillai Pirabakaran, the mode of the Tamil political struggle underwent a radical change. For the first time in the political history of the Tamils an armed guerrilla movement emerged to fight for the political rights of the Tamil nation and to confront the state's violence with armed resistance. With the birth and growth of the Tamil Tigers, the armed struggle became effectively institutionalized as the political struggle of the Tamil people.
The LTTE's armed struggle is based on a clearly defined political program. This political project aims at securing the right to self-determination of the Tamil people. The right to self determination is the cardinal principle upon which the Tamil struggle for political independence is based. The LTTE is committed to the position that the Tamils constitute themselves as a people or a nation and have a homeland, the historically constituted habitation of the Tamils, a well defined contiguous territory embracing the Northern and Eastern Provinces. Since the Tamils have a homeland, a distinct language and culture, a unique economic life and a lengthy history extending to over three thousand years, they possess all the characteristics of a nation or a people. As a people they have the inalienable right to self determination. This right entailed the freedom of a people to determine their own political status. The LTTE holds the view that the Tamil people had invoked the right to self-determination at the 1977 general elections and opted to fight for political independence and statehood. The national liberation project of the LTTE is based on the people's mandate for self-determination.
The LTTE's objective in fighting for political independence of the Tamil nation is not an arbitrary decision on the part of the organization but rather the expression and articulation of the collective will and aspiration of the Tamil people. Decades of alien domination and oppression prompted the Tamil people to exercise their right to self-determination through a democratic process. This right to self-determination is a basic universal human right, recognized by the international community. The International Covenants of the UN Charter enunciates the principle of self determination in the following term; 'All people have the right to self-determination. By the virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development'. In the general elections of 1977 which assumed the character of a referendum on the question of self-determination, the Tamil nation chose to determine their political status by seceding and establishing its sovereignty in its homeland. The Tamil parliamentary political party, the T.U.L.F, which obtained a clear mandate from the people and pledged to fight for the creation of an independent state 'either by peaceful means or by direct action or struggle’ betrayed the cause of the Tamils. But the LTTE, endorsing the national aspiration and the will of the Tamil people, is determined to carry on the struggle for self-determination .
Sri Lanka has consistently denied the right to self determination of the Tamils and refused to recognize the Tamils as a people. Reducing the Tamils to the category of a minority group and promoting the concepts of multi-ethnicity and pluralism, it has out rightly rejected the Tamil claim of nationhood and homeland. By constitutional amendment, Sri Lanka has prohibited the Tamil demand for self-determination as unlawful. Furthermore, it has unleashed a fully-fledged war against the Tamils to suppress their struggle for political independence. It has condemned and accused the LTTE of communalism, separatism and terrorism for engaging in an armed struggle to assert the right of the Tamils to freely choose their political destiny.

DETROIT/WASHINGTON (Reuters) - Chrysler filed for bankruptcy on Thursday and announced an industry-changing deal with Fiat, after being pummeled by sliding auto sales and unable to reach agreement on restructuring its debt.
Despite weeks of intense negotiations, Chrysler failed to gain full support from its lenders to avoid the first-ever bankruptcy filing by a major U.S. automaker.
The move was hailed by President Barack Obama as a critical step in saving 30,000 jobs at Chrysler, majority-owned by Cerberus Capital Group, and hundreds of thousands more jobs at affiliated suppliers and dealers.
At the same time, Chrysler entered an expected alliance with Fiat SpA , in which the Italian carmaker was given an initial stake of 20 percent.
The deal will allow Fiat to own up to 35 percent as it makes investments in U.S. operations and small-car technology for Chrysler. Over time, Fiat could eventually own 51 percent after Chrysler has repaid its loans to the U.S. Treasury.
Chrysler has struggled in recent years to compete, hurt by its near total reliance on the U.S. market, poor quality and a truck and SUV-dominated vehicle line-up with the lowest combined fuel economy of any major automaker.
Founded in 1925 by Walter P. Chrysler, three years later the company laid the cornerstone for the Chrysler Building, briefly the world's tallest building and still a landmark on the Manhattan skyline.
The Chapter 11 filing, in U.S. Bankruptcy Court in Manhattan, has implications for the entire industry -- including Chrysler's rivals and suppliers....

The Orion nuclear pulse drive combines a very high exhaust velocity, from 20,000 to 30,000 m/s, with meganewtons of thrust. Many spacecraft propulsion drives can achieve one of these or the other, but nuclear pulse rockets are the only proposed technology that could potentially deliver both (see spacecraft propulsion for more speculative systems). Specific impulse measures how much thrust can be derived from a given mass of fuel, and is the standard figure of merit for rocketry.
Unmanned Orion-style nuclear pulse rockets can tolerate very large accelerations. A human-crewed Orion, however, must use damped springs behind the pusher plate to smooth the instantaneous acceleration to a level that humans can withstand–typically about 1–3 g.
The high performance depends on the high exhaust velocity, in order to maximize the rocket's force for a given mass of propellant. The velocity of the plasma debris is proportional to the square root of the change in the temperature (Tc) of the nuclear fireball. Since fireballs routinely achieve ten million degrees Celsius or more in less than a millisecond, they create very high velocities. However, a practical design must also limit the destructive radius of the fireball. The diameter of the nuclear fireball is proportional to the square root of the bomb's explosive yield.
The shape of the bomb's reaction mass is critical to efficiency. The original project designed bombs with a reaction mass made of tungsten. The bomb's geometry and materials focused the x-rays and plasma from the core of nuclear explosive to hit the reaction mass. In effect each bomb would be a nuclear shaped charge.
A bomb with a cylinder of reaction mass expands into a flat, disk-shaped wave of plasma when it explodes. A bomb with a disk-shaped reaction mass expands into a far more efficient cigar-shaped wave of plasma debris. The cigar shape focuses much of the plasma to impinge onto the pusher-plate.
A 10 kiloton of TNT equivalent atomic explosion will achieve a plasma debris velocity of about 100,000 m/s, and the destructive plasma fireball is only about 100 meters in diameter. A 1 megaton of TNT explosion will have a plasma debris velocity of about 10,000,000 m/s but the diameter of the plasma fireball will be about 1000 m.
The maximum effective specific impulse, Isp, of an Orion nuclear pulse drive generally is equal to:
where C0 is the collimation factor (what fraction of the explosion plasma debris will actually hit the impulse absorber plate when a pulse unit explodes), Ve is the nuclear pulse unit plasma debris velocity, and gn is the standard acceleration of gravity (9.81 m/s²; this factor is not necessary if Isp is measured in N·s/kg or m/s). A collimation factor of nearly 0.5 can be achieved by matching the diameter of the pusher plate to the diameter of the nuclear fireball created by the explosion of a nuclear pulse unit.
